Evaluation Procedure

The evaluation procedure is divided into three stages.

 

Stage 1

After the electronic submission of each proposal, it is placed in a dedicated electronic file. Subsequently, the proposals as content (without showing the personal details of the participants) will be forwarded electronically to the Stage 1 Evaluation Committee. Each proposal will be personalized solely by the electronic protocol number already received when submitted. First Stage Evaluation Committee will screen the proposals through the following procedure: (a) initially examine the positive conditions for the participation of the proposals as well as the reasons for their exclusion or impediment, excluding those proposals which do not (b) will then evaluate qualitatively the proposals that have been formally accepted for each of the chapters of the submitted business plan, such as referred to in Article 4.4 of the competition notice. This evaluation will be carried out with a scale rating of one (1) to (10) on the part of the Stage 1 Evaluation Committee, which will announce the first twenty (20) proposals to be awarded to the next stage of evaluation. Proposals that are not even evaluable due to non-fulfillment of the terms of this notice will not receive a rating. After the completion of the Stage 1 Evaluation Procedure, the scores of each proposal, as will correspond to their electronic protocol numbers, will be sent to the Organizing Committee by the 1st stage evaluation committee, which will forward them to the Stage 2 Evaluation Committee.

 

Stage 2

After transmitting the twenty (20) first to a ranking of proposals from the Organizing Committee to the 2nd Stage Evaluation Committee, the members of the Committee will evaluate the proposals in a qualitative way with respect to each of the fields of the submitted business plan, as mentioned in Article 4.4 of the competition notice. The evaluation of each proposal by the 2nd Stage Evaluation Committee, will take place on a scale from one (1) to ten (10) for each of the fields of the business plan submitted as referred to in Article 4.4 of the competition notice. The ten (10) highest ranked proposals, which will result from the average of the grades of the 2nd Stage Evaluation Committee, qualify for the next stage of evaluation of this competition. Upon completion of the 2nd Stage, the evaluation details of each proposal, as they will correspond to their electronic protocol numbers, will be sent by the 2nd Stage Evaluation Committee to the Organizing Committee, which will forward them to the 3rd Stage Evaluation Committee.

 

Stage 3

After the submission of the first (10) proposals by the Organizing Committee to the 3rd Stage Evaluation Committee, the stage 3 evaluators will then qualitatively evaluate the proposals for each of the fields of the submitted business plan, such as referred to in Article 4.4 of the competition notice. The evaluation of each proposal by the 3rd Stage Evaluation Committee will take place on a scale from one (1) to ten (10) in respect of each of the chapters of the submitted business plan as referred to in Article 4.4 of the competition notice. The 3rd Stage Evaluation Committee decides to nominate the winners by selecting at their discretion from one (1) to three (3) proposals with the highest score, resulting from the average of the grades of the evaluators and transmitting to the Organizing Committee their decision in order for the Organizing Committee to publicly announce the winning proposals.
